Dwayne Sam
Dwayne is a seasoned litigator and communications law attorney with over a decade of experience in complex litigation and federal regulatory compliance matters.
As an accomplished trial and appellate advocate, Dwayne handles high-stakes litigation across federal and state courts, with particular expertise in administrative law challenges, appellate review of agency decisions, and complex commercial disputes. His litigation practice builds on his substantial experience challenging FCC decisions in federal appellate courts and both prosecuting and defending actions in federal district courts.
Dwayne also maintains a specialized communications law practice, providing strategic counsel to radio and television broadcasters navigating the intricate regulatory frameworks of the Federal Communications Commission. Drawing on his deep understanding of broadcasting regulations, Dwayne guides clients through EEO compliance, indecency standards, sweepstakes and contests, ownership rules, closed captioning requirements, and other regulatory matters critical to their operations.
His transactional experience includes structuring, negotiating, and drafting commercial agreements related to broadcast station assignments, transfers of control, tower leases, and telecommunications user agreements, helping clients minimize legal exposure while achieving their business objectives.
Prior to his legal career, Dwayne served as a law clerk to Judge Janice Rogers Brown of the United States Court of Appeals for the D.C. Circuit and Judge George L. Russell, III, of the United States District Court for the District of Maryland. He is a member of the Federal Communications Bar Association and the Society of Broadcast Engineers.
